Summary

The hardware of the complex provides for finding out of emergency emissions of strong toxic agents, collection and processing of meteorological data in accident site and data transmission to computer of emergency operations service of chemically hazardous object and city (regional) command and control center (CCC) of the Ministry of Emergencies.
The equipment additionally provides for system switching of emergency localization (sets power switching off, sprinkling system of steam concretion of strong toxic agents switching on, working and emergency ventilation switching on) as well as switching on alarm system (operation service block, light and sound alarm in duty staff room, facility horn).

Proposed hardware-and-software complex provides:
constant monitoring of chemically hazardous object status, including automated detection of emergency emissions of toxic agents (ammonia or chlorine);
automated registration of meteorogical parameters within the object location zone;
forecasting of the orm, size, location and expansion dynamics of the affected zone;
digital mapping of the affected zone;
selection of objects located in the zone which can be possibly affected by a strong toxic agent cloud with object ranking under approach of exposed cloud and measure of importance;
forming of operation sequence of duty staff on object;
automatic transmission of operative data about emergency situation to city (regional) command and control center of the Ministry of Emergencies;
printing of ground map with operational environment and essential text messages;
maintenance of the database on sources of potential hazard, safety methods, forces and facilities available and phone directory.

The complex estimates contaminated area characteristics in accordance with the current normative document “Methods of forecasting of contamination scale by strong toxic agents at emergency situations (destructions) on chemically hazardous object and transport. Guideline document RD 52.04.253-90.L., Gydrometeoizdat, 1991” with amendments and annexes stipulated by subdivisions of the Ministry of Emergencies of the Republic Belarus.
